Contract for services to California IHEs, nonprofit organizations, and local educational agencies to expand subsidized, statewide pre-K childcare services. Priority will be given to educational agencies in underserved areas. Funding is intended to provide affordable, full-time, quality childcare to three and four-year-old children.

The intent of this Request for Applications (RFA) is to expand California State Preschool Program (CSPP) services statewide with an emphasis on full-day/full-year services. To expand CSPP services, this RFA funding opportunity is available to existing CSPP contracted agencies, to existing contracted agencies that do not have a CSPP contract, or to new agencies without Early Learning and Care Division (ELCD) program contracts. These funds are intended to increase the availability of CSPP services to eligible children. In accordance with existing law, priority will be given to applicant agencies that will be serving the highest percentage of 4-year old children. Funding preference shall be provided to underserved areas as identified by the Local Child Care and Development Planning Council (LPC).

Awards will be made in the following order:

  1. LEA applicants providing full-day/full-year services, highest passing score first.
  2. LEA applicants providing part-day/part-year services, highest passing score first.

Eligible childcare programs provide an educational component that is culturally, linguistically, and developmentally appropriate for the children served. These programs also provide meals and snacks to children, parent education, referrals to health and social services for families, and staff development opportunities to employees.

  • Services and other operating expenses
  • New equipment
  • Equipment replacement

The minimum allocation amount will be $129,654.

Term of Contract:

Annualized contracts are effective for one state fiscal year (July 1–June 30). A successful applicant will have three full fiscal years from the date of the proposed award letter to open sites/classrooms and begin providing services. If the proposed sites/classrooms are not open within three years from the date of the proposed award letter, the applicant will receive formal notice from the ELCD that the award is rescinded. After the initial contract period, the contractor’s eligibility for continued funding each subsequent year is contingent upon compliance.

Eligible Applicants - Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies

Required Eligibility Criteria - Any agency registered with the Secretary of State to do business in California, or any Local Educational Agencies (LEA) may apply for funding pursuant to this RFA. Funding is available to those counties reflecting a need based on the formula described under program overview. The applicant must be licensed, be eligible for licensing in accordance with 22 CCR, Community Care Licensing, Division 12, or exempt from licensing pursuant to Health, and Safety Code Section 1596.792.

Other Eligibility Considerations - If the facilities are exempt by statute or otherwise exempt from licensing, they must comply with any applicable health and safety laws and/or regulations. Services to children may not begin until the contractor submits to the California Department of Education (CDE) a copy of their site license or provides verification of their license exempt status.

To apply for funding pursuant to the RFA, all agencies, except public entities (e.g., LEAs, recognized tribal entities, other local governments, etc.) must be:
- Registered with the Secretary of State to do business in California, or
- Possess a valid California Business License

In addition, the applicant agency must be:
- Licensed in accordance with 22 CCR, Community Care Licensing; or
- Eligible for licensing in accordance with 22 CCR, Community Care Licensing, Division 12; or
- Appropriately exempt from licensing requirements.

The CDE recommends that contractors have three months of operating capital available to administer all contracted programs for the period prior to receiving state contract payments from Child Development and Nutrition Fiscal Services.

The first payment of funds should not be expected for at least six to eight weeks after the contract is signed, returned, and approved by the CDE Contracts Office. Payment on or after July 1, of any fiscal year, can be made only when the California State Budget has been approved by the Legislature and signed by the Governor.

The ELCD will not accept electronic versions, files on computer discs, or facsimile applications. Applicants should mail or personally deliver hard copy applications.
