Contract for services to a USA consultant, institution, company, or individual to identify and propose solutions to government efficiency problems in Connecticut. The selected applicant will recommend efficiencies in cost savings and revenue maximization, and create and implement plans including but not limited to the evaluation and restructuring of state agencies in order to streamline processes and improve services.

The State of Connecticut faces future year structural budget deficits and therefore must identify cost savings and efficiency opportunities. In addition, the State of Connecticut estimates a potential 25% loss of state personnel (more than 10,000 employees) due to eligible retirements in 2022. The goal is to turn some portion of the planned loss of employees into an opportunity to create a more efficient government as it relates to all aspects of the operations of State government.

Proposals are being accepted inclusive of the following four areas:

  1. Overall project management and coordination.
  2. Mission of state agencies: Implement a process to assist executive branch agencies to review and, if necessary, redefine their mission and/or their existing programs and services to achieve greater focus and efficiency.
    1. Evaluate statutory requirements of executive branch agencies to align with their redefined mission: Identify statutory requirements that should be repealed or amended.
    2. Evaluate regulations of executive branch agencies to align with their redefined mission: Identify statutes and regulations that should be repealed or amended.
  3. Continuity of operations: Design a template and process for state agencies to use to ensure the continuity of state agency operations due to the unprecedented number of anticipated retirements by July 2022.
    1. Develop a succession plan to identify and train resources available to fill key roles.
    2. Identify areas where services or processes can be more efficiently performed.
  4. Expense management of state agencies: Explore and identify cost-saving proposals to restructure or streamline the operation of state agencies.
    1. Evaluate models in other states and, where applicable, private industry.
    2. Conduct research on best practices and how other states deliver services pertaining to (1) motor vehicles, (2) health and human services, including but not limited to, developmental services, mental health and addiction services, social services, public health and other “social safety net” programs, and (3) general administrative services, including but not limited to finance and accounting, information technology, procurement, and real estate and other physical assets.
    3. Provide recommendations for optimization of CT government that balances execution difficulty and risk vs. cost savings opportunity.
    4. Propose new organizational structures by agency, including any recommended work rule changes from management.

Term of Contract:

The State anticipates that the successful proposer will commence work on or about Monday, February 3, 2020 and continue until Friday, July 31, 2020. The contract may, upon mutual consent, be extended.

Additional Eligibility Criteria:

Eligible proposers will be those national consultants, companies, institutions, and individuals that have a demonstrated track record in analysis related to the four areas defined in the Scope of Services.
