Grants of up to $5,000 to California small businesses in eligible locations for support during the Coronavirus (COVID-19) health crisis. Funding is intended to assist local businesses that face financial hardship due to the pandemic. Grants may be used for basic operating capital for staff salaries, PPEs, supplies, materials, equipment, leasing space, insurance, and/or utilities. Eligible applicants are located in the City of Menifee.

The goal of the Small Business Relief Grant Program is to assist business owners in operations during the global pandemic, as well as to create economic opportunities by creating or retaining jobs held by low- or moderate-income individuals within the City of Menifee.

Recipients of this grant must be able to demonstrate that they have created or retained at least one job and 51% of jobs created or retained by each business must be held or be made available to low- and moderate-income individuals. Additional Eligibility Criteria:

Eligibility:
- Business must have an existing City of Menifee Business License and be in good standing
- For-profit business located in the City of Menifee with less than 15 employees (sole proprietors are permitted to apply)
- Business has been a business for at least one year from June 17, 2020
- The majority of staff must live in a household with low to moderate-income levels, as described in the application
- Owner has a valid employee identification number (EIN)
- Business or owner is registered with DUNS & Sam.gov, or will have applied by the time the funding is granted (www.dnb.com/duns-number.html and www.sam.gov)
- Owner is 18 years or older
- Business has a bank account
- After disperse of grant funds, there will be a 2-year monitoring period
- The business must be able to show a need for funding in order to stay in business, maintain their lease payments, or to retain their staff as a result of COVID-19

Ineligible applicants:
- Businesses located outside the City of Menifee
- Nonprofit organizations
- Passive real estate investments
- Home-based businesses
- Government organizations
- Businesses that limit patrons to 18 and older

Ineligible costs:
- Reimburse expenses incurred prior to March 27, 2020
- Pay business debt
- Purchase personal items or for personal expenses
- Direct financing to political activities
- Direct financing to religious activities
- Direct financing to purchase alcohol
- Pay taxes and fines
- Conduct construction-related work
- Activities associated with the relocation of a person or a business
- Expansions of businesses that result in a significant loss of jobs in the labor market area from which the relocation occurs

Pre-Application Information:

The pre-application deadline is July 2, 2020, at 4:00 PM.

At the close of the pre-application period, the City will hold a lottery to randomly order all complete submitted pre-applications and preliminarily select the businesses that are eligible.
