Grants to California agencies, organizations, and LEAs to support professional development and workforce expansion. Funding is intended to improve the quality of local early childhood education by expanding the number of qualified early childhood professionals and increasing the educational credentials, knowledge, and competencies of existing Early Learning and Care (ELC) professionals across the state.

This grant will support local, regional, or local and regional quality improvement partnerships, consistent with the QCC local consortia, to expand the number of qualified ELC professionals and increase the educational credentials of existing ELC professionals across the state. 

In applying to this RFA, local, regional, or local and regional quality improvement partnerships will develop a QCC Workforce Pathways Plan that aligns with the QCC Local Consortia and Partnership Grants unified quality improvement approach. This grant should work in tandem with the unified QCC Local Consortia and Partnerships Grant.

The following components are required areas of service:

  • Workforce Advising: Ensure all members of the workforce receiving support through the QCC Workforce Pathways Grant meet with an advisor to develop a Professional Development (PD), Professional Growth, or Education Plan. The advisor will ensure that members of the workforce participating in the QCC Workforce Pathways Grant have an attainable plan to complete a course of study that effectively and efficiently meets their education goals. These advisory duties could be completed by existing advisors (e.g., at university or community college settings) or at the local level with efforts that may include: Providing frequent (e.g., monthly) and ongoing support that uses a case management approach and supports each educator throughout their educational trajectory and professional development and set clear professional learning and continuous quality improvement goals
  • Professional Development: Support ELC professionals to complete professional development that allows them to move along the Career Lattice.
  • Higher Education: Support ELC professionals to complete unit-bearing coursework and advance along a degree pathway.

All funding from the QCC Workforce Pathways Grant will be expended solely for programs, services, and other direct expenses addressing the education and professional development of program participants through stipends, reimbursements, education and professional development support.

This application covers the grant period beginning July 1, 2020, and ending June 30, 2021.

Additional Eligibility Criteria:

Local educational agencies, other organizations or agencies are eligible.

The Childcare Planning Councils (LPCs) or current salary and retention administrators have first right of refusal to submit an application for the QCC Workforce Pathways Grant. The QCC Consortia Lead will have the second right of refusal. The QCC Workforce Pathways Grant, RFA is also available to all counties and Tribal Care.

The lead applicants must, at a minimum, be a participating local consortia member with the capacity to administer and implement the QCC Workforce Pathways Grant.

Pre-proposal Conference:

The CDE will conduct one application information session in the form of a webinar on May 29, 2020, to provide an overview of the RFA and offer potential applicants an opportunity to ask clarifying questions as well as regional meetings to support consortia teams in their plan development.
