Grants to California nonprofit organizations and Tribes for the establishment or expansion of centers to provide family support programs and services in unserved neighborhoods and regions. Funding is intended to benefit historically marginalized and underserved populations. Preference will be given to Indian Tribes or Non-Profit Tribal Organizations.

Strong Communities Program grantees will be expected to establish Family Resource Centers or expand existing Family Resources Centers through the establishment of a new regional branch in unserved regions or neighborhoods, to provide family support programs/services. Grantees will increase activities, supports, and services especially for families and communities that have been historically underserved, marginalized, and adversely affected by persistent poverty and other stressors, including Black, brown, indigenous, migrant, and LGBTQ+ children and families, and rural communities.

Applicants must demonstrate the ability to reach vulnerable populations that may live in underserved and unserved geographic regions or neighborhoods that lack Family Resource Centers or similar community-based non-profit organizations that meet the definition of a family resource center contained in California Welfare and Institutions Code Section 18951(g).

Applicants must demonstrate the regional/community need for a Family Resource Center in the areas of well-being or basic needs services, classes/activities that build knowledge and skills, and creating opportunities to build community resources. 

Applicants must use funding for allowable programs, projects, activities, and/or services for family support services/programs. Funds that are requested by the Applicant must be used exclusively for the operation and administration of the proposed activities outlined in the Applicant’s Scope of Work for this RFA.

Up to $333,000 per year in total federal funds per grantee.

Term of Contract:

Funding Cycle and Duration: October 1, 2022 – September 30, 2025

Additional Eligibility Criteria:

Applicants must be a community-based non-profit organization, Indian Tribe, or Non-Profit Tribal Organization located in California.

Preference will be given to Indian Tribes or Non-Profit Tribal Organizations in California.

No funding will be provided for existing services currently funded through another source (i.e., no funding may be used to supplant local, state, or federal funds for any purpose).

The OCAP cannot reimburse or supplement funding for services already funded by OCAP or other government programs, such as Denti-Cal or Medi-Cal.
