Grant Description

Grants to California nonprofit organizations for activities to benefit low-income communities in eligible regions. Examples of eligible activities include the construction of public facilities, property acquisition, and social services. Eligible organizations serve residents of San Clemente.

CDBG program funds are allocated to eligible communities on an annual basis to develop “viable communities by providing decent housing, a suitable living environment, and to expand economic opportunities, principally for low- and moderate-income persons.” Low- and moderate-income persons are defined by HUD as persons with an annual household income equal to or less than 80% of the county’s median income. This income standard is adjusted for family size and updated annually.

CDBG National Objectives: All CDBG-funded activities must meet one of the program’s three broad national objectives:

Provide a benefit to low- and moderate-income persons;
Aid in the prevention or elimination of slums or blight; or
Meet other community development needs having a particular urgency (i.e., declared disaster).

CDBG funds may be used for activities, which include, but are not limited to:

Acquisition of real property
Rehabilitation of residential and non-residential structures
Construction of, or improvements to public facilities
Public improvements, such as water and sewer facilities, streets, and community centers
Social services within certain limits
Assistance to profit-motivated businesses to carry out economic development and job creation/retention activities

Additional Eligibility Criteria:

The City of San Clemente invites nonprofit organizations that provide public services to low and moderate income San Clemente residents to submit an application for CDBG grant funds.

Eligible service providers must be tax-exempt California nonprofit corporations before the application deadline. Proof of nonprofit status must be provided at the time of application. Additionally, applicants must be in good standing with the State of California and the IRS.

The application due date is Tuesday, January 24, 2023, at 5:00 p.m.
